Most often on the PC940 this means your toner cartridge is getting low on toner. To prove this is the cause, just remove the toner cartridge and while keeping it relatively level, shake it side to side a few times. This will re-distribute the remaining toner in the cartridge. Re-install and make a copy. The black streak/faded copy should be much better. If so then I would go ahead and get a new cartridge on the way.

Run a copy and shut the machine off when the copy is half way through. Open the machine up and remove the toner cartridge. Turn it over and slide open the flap that covers the drum. If you see toner streaks on the drum surface similar to what you see on the page you have a defective toner cartridge. Most likely the toner you bought is remanufactured as this machine is very old. Maybe you can return it for another.
