You refilled the cartridge ? If the answer is yes, make sure the toner podwer is for this kind of cartridge. If you use another type toner, the printed pages look like picture you post. Another problem could be the charger roller. In this case make sure the roller is set in place. The problem is cartridge, not the printer.

Press [ ] (Menu setting key), and then start the menu operation
Press [< ] or [ >] until "U" is displayed.
Press [ start button] to print the user data list

If this just started after you replaced the toner cartridge, one would have to say that it is a bad toner cartridge.
Print something that smudges. Pull down the front cover and look at the cartridges. Pay attention to the top one(black).
Look at the drum on that cartridge. You should see the toner sitting there. Compare it to the other cartridges which should be clean.

The toner might be bad, because the old cartridge is working fine.

The corona wire is not charging the drum properly. Try pulling the toner cartridge out and then re-seating it. If this doesn't work, try a new toner cartridge as the corona wire is usually included in the cartridge.

If you are using a refill toner, there's an outside chance that the supplier put toner with the wrong electric charge in the cartridge. Again, changing the cartridge should fix this(assuming the replacement is from another batch).

I had a similar problem, it turned out to be a cheap toner cartridge. Replaced it with an HP cartridge and have had any problem since.

If toner is low, replace it

Yes. Exchange it while you can. It will more difficult after the first 30 days. Could be a toner cartridge not seated properly. Or could be a high voltage power supply.
