First of all there are no propellers in any dirt cup of a vacuum cleaner. Some of them use a cyclonic action to keep the dirt in a ball shape for easy empty purposes. As the cup fills, it’s less likely to spin. Regardless, the spinning action has little to do with suction power. Clean the squirrel cage fins and filter would help.
Hi Margi Neary... Sounds like your bag in the vacuum is either full or has a split in it. Check/replace your bag inside of the vacuum and that should solve your problem with the dirt blowing out. Please rate me Bud
If dirt and dust are blowing out anywhere that they shouldn't be, it's a sure sign that something's plugged farther on up the line. You'll need to disassemble the unit and clear the clog before anything will go through to the dirt cup. Also, as long as you're going to be taking it apart, check all the filters. This is a notoriously neglected part of bagless vacuums, and a very large part of why they start to lose the initial level of vacuum power. Clean the ones you can clean, replace the ones you can't. Walmart and Meijer's are a couple of places where you might find replacements.

Hello, This usually means you have a blockage between the roller brush and the bag in the machine. You won't have any suction to pull dirt into the bag. The dirt will fall back onto the roller brush and out the front of the machine.
Perhaps its a wheel drop sensor instead of a cliff sensor. Clean the caster, caster axle, caster motion sensor, remove and vacuum or blow the dirt from the left and right wheel assemblies.
