The same happened to me, i got the same code, very upset, i followed the guys above me deactivating and activating, and bam it worked, thanks guys for your help!
The PlayStation Network is down at the moment. This started 2 day ago. Sony
Entertainment is working on this. The code is from Sony and nothing to do with
you system. No update yet from SONY when the problem will be fixed but they're
doing their best to fix this ASAP.
dvd player will only play movies for the COUNTRY in which you purchased it. There is no way to purchase a system or configure a system to play ALL MEDIA FOR ALL COUNTRIES. The country codes are specific and each country wants to prevent any other country from playing their dvds music, etc
If itis a copy, that might be the reason. My friend copied his off mine and it didn't work, But he bought the real thing and it worked :D! its a different game thoo .

Go into Account Management ([Friends] [Account Management]), de-activated and activated again.
If this does not work, then your HDD is corrupt.
You may want to contact Sony- it's possible your Blu-Ray drive might be getting defective in that unit. That error, it turns out, means "can't start Blu-Ray game". It may be having trouble reading the disc. Have you tried any other games in it? Maybe the game CD might be defective.
Got home, downloaded flow on the new PS3 and tried to play, just
before the game launches, the screen returns to XMB with this error: "There is an error During Startup (80010017)"...
But I did Active my new PS3... So I went back into Account Management
([Friends] [Account Management]), de-activated and activated again,
PROBLEM RESOVLED. Seems like the machine isn't happy with activation
before download, I guess.
