You simply can't reset the chips by using tape on the contacts.
The 'chip' on the CLP-510 cartridges has a counter that is updated by the printer when it is used (even if it is only a single dot of that colour).
The ONLY way to reset these chips is to use s special device that writes data to the chip placing a ZERO into the page counter. Or to solder in a new chip. FACT.
The 'chip' also identifies the colour of the cartridge and its capacity. If you cover the contacts the printer doesn't know a cartridge is there, can't tell what colour it is, and can't tell what the capacity and current page count are.
If you use (say) a Cyan chip in a Black cartridge, it just won't work.
Chip resetter boxes are not cheap, being around £150, as they are intended for the cartridge re-manufacturers.
If you want to be able to re-fill your Samsung CLP-510 cartridges yourself, you'll just have to learn to use a soldring iron.
