Don't know about yours but TV's these days don't have Vertical, Horizontal, etc controls on the back of the set.
Sounds like you have a problem with Vertical Circuit. Could be a Transistor or Integrated Circuit has failed. They can, sometimes, be replaced but newer devices are not made to be easily worked on.

Here are the codes: take a deep breath:

0181, 1283, 0183, 1292, 0087, 0677, 0859, 0872, 1183, 1383, 1683, 1731

You may find that these don't work. Often, with combination pieces like yours, you will find you are lucky if you can get a universal remote to turn it on and change the volume and little more. The fact that Toshiba did not build this peice can compound the problem. My suggestion, if you can't get the universal to program up, is to use the original remote for the set. If you do not have the original remote it is available from www.encompassparts.com for around $15.00 plus shipping. The original part number for the Toshiba remote is 72796929.

Tv runs on 110 but not 12volt

There is a fuse on the DC power line for AC/DC sets and you can start by making sure it isn't blown. The fuse may be in the cigarette lighter plug itself, or inside the TV. If you find the fuse blown, replace it with one of the same value and try it again. The fuses sometimes do go for no good reason. If there is some internal trouble with the TV, the fuse will go again and you'll know for sure.
