SOURCE: The brush bar on my Dyson DC17 stopped turning.
If this model has a brush control - i.e a roller at the side of the model which controls brush to spin or not, then its a protected brush model - therefore even if the drive belt is intact the Dyson would have to be repaired by a service personnel or professional. The brush protection isn't able to be taken apart and sounds like it may well have slipped off due to tension.

we have the exact problem,I have no answer but I found that the machine has a clutch that controals the belt.
Without a manual I cannot se how to test the clutch or to even get to it. I did find the part on the internet $$50.00 but it may be very simple if a whole new clutch is not needed.

i had a similar thing happen and just got off the phone with dyson. there is a resettable switch on the handle. they told me to start the vacuum in the upright position, put it in the non upright position, then push and hold in the beater bar switch which is located next to the on/off button for 10 seconds and the beater bar should start to function once again

Not sure this is your foolproof solution to the problem, but you might give it a try to see if it solves your problem.
When the beater brush starts to bind up due to debris it retards the action of the cleaner, sometimes to the point of the belt breaking.
Remove the beater brush as if you were going to change the belt.
Remove all debris and clean as best you can.
Pay attention to the end pieces on each end of the beater brush. They will can clogged to the point to stopping the brush from rotating.
Add some WD40 to the clips at the end of the beater brush and work in by twisting the clips while holding the beater brush.
Once it seems to be free, reassemble and be sure the belt is on properly, you might want to consider replacing the belt.
