The washing machine starts off OK, fills and washes, when it goes onto the rinse cycle, it gets stuck on the filling with clean water cycle. It opens the valves for a short burst, about 2 seconds, while this is happening, the lights on the display panel dim, then it stops filling. If I disconnect the two inlet solonid valves, you hear a relay click, but the lights still go dim. This gets stuck until I move the program onto drain and spin.

I would recommend that you consider replacing the washer, as it certainly sounds like a faulty programme control, and they are expensive
The motor itself must be o/k, otherwise it would not function at all

first check the water is switched on to the machine. If it is then you most likely have a faulty water valve. Switch all power off and remove the top panel should be 4 screws or so. If it has 1 valve then replace it.

You need to check the circuit in the wash cycle. Disconnect the power to the heater coils and see if the fuse trips. Also the voltage at inlet solenoid must be checked when the program cycle is on the wash , is not the program controller board is fault, possible a wrong output from the processor.
You can isolate the circuits, the heater, the motor drive to see if the trip stays. Also check the inlet and the drain pump on a test bench to confirm the working of the valve which will infer the case.
