When I start my computer,
your problem sounds like you have bad capacitors on your monitors power board. once you start it, they do not have enough capacitance to give to start the monitor, but after letting it for some 10ish minutes or so, they capacitate enough to start. even then, after some time, they will lose the capacitance because they are feeding the monitor in constant power when the power from the outlet drops a bit, but being bad - they will shut off your monitor. some repair shops can change capacitors only, others would make you change the all power board
Dvd/cd drive problems
I think it is desktop DVD ROM. P3, P4, P5 are power connectors for HDD and DVD.
Upside down the DVDROM. you can see 4 screws there. remove the screws. Open the tray using a small hole in the front panel. You can easily remove the top panel now.
I turn on acer laptop
Try cleaning the heat sink by vacuuming out all the dirt then do battery. I have an acer it worked for me.

My Acer AL2216W monitor this
Go to Control Panel, (top right View Small Icons). Then look for Power Options. On this page, you'll have the option to leave the monitor on. You should also check "Advanced Power Options". Don't be afraid of the word, "Advanced." It only means "customizeable"
If your mouse isn't waking your monitor, try the keyboard's space bar. I found it works better than the mouse at waking a sleeping computer
