This occurs when the user attempting the install does not have administrator rights. Dear, Go back to System Restore and input a date when you know your program was working. But really dear, the Lord has made things so much better for us. Windows 98 is like the movie, gone with the wind.
The reason new Operating systems are developed is because they work better. Windows 98 was rife with problems.
Pleae consider investing in a new operating system. I have WindosXP on my pc and Windows Vista on my laptop. Both are great.
