You can divert calls from lines using line redirection (feature 84) however, it will divert all calls comming in on that line and not the calls going to the phone itsself

No, they are not turned on by default. They have to be programmed in system programming. Once they are programmed, a soft key will show CALLS. Pressing this soft key will display the log.
Sounds like the one touch button for the basement set on the console is stuck down there by transfering any calls to that extension. Make sure that the button is pulled fully up (sometimes just the corner is stuck down).
If the internal calls dont ring, then there is something with the extension. When a call is ringing the phone, press the UP VOLUME. Chances are that someone accidentally turned the ringer all the way down.
