LCD projector have only LCD panels in the Projector
DLP projector have only DMD chips in the projector
there is no DMD chips in the LCD projector
there is no LCD panels in the DLP projector

Will it be okay to connect a 110 volt laptop to a 220 volt LCD projector?

What voltage is your mains supply?
The laptop's adapter should be a multi-voltage type 110 to 240 volts input.
If your mains is 110 volts AC then the 220 volt AC LCD projector won't work unless you connect it to a step up transformer (110 to 220 volt transformer).
If your mains supply is 220 or 240 volts then both the laptop and the LCD projector will work without any problems.

Picture Projection

The default to enable the external VGA is Fn+ F8, it toggles between LCD, LCD + External and External only.
You may need to wait up to 15 seconds for the switch to occur.
There also may be issues with the resolution of the projector and or detection if using some type of adapter in the connection.
Resolution of the projector is 800 x 600, so you may need to reduce the system resolution to that too.

Connect projector to HP desktop

If you are attempting to connect an LCD projector to a laptop,you connect a monitor cable to your video card and the other end to the monitor input connector. You may have to use an adapter, I know on my LCD projector I had to use a DVI to VGA connector.
Can't say much more not knowing if you are having a problem with a particular brand of projector
