This happens because of the color decoder in the TV. A TV color decoder has a switch that makes the TV image black and white when the received signal does not have sufficient power. Your TV color decoder switch remains in the black and white position (the TV receives weak signal or the TV color decoder is damaged).
Replace the TV antenna, try an antenna amplifier or a digital receiver before the TV.
Yes. Dave's grandfather was born blind. He was born in 1911 in a white hospital to a white woman. His birth father is unknown. According to Dave on the DVD commentary, "My grandfather looked like a white person. He probably was a white person...His dad was either black or white. Nobody knows. He could be white." He was adopted by a black family and he could not see himself so according to Dave "as far as he knows he's a black dude that grew up in the streets of D.C." On the day of the assassination of Martin Luther King, some black people started riots. According to Dave, on that day his grandfather is on a bus and hears a group of black youths threatening a white man. His grandfather thought how silly the white man was to be in a black neighborhood while blacks were rioting. He did not realize that the white man was him. As his grandfather explained to the youths that he was black, one can imagine the confused looks on their faces.

Picture Is Black and White or Does Not Appear
Situation:
The console powers on and shows a black and white image on the television screen
The console powers on and there is no image on the television
What to do:
Determine whether the Standard AV Cables (packaged with the system) or the Component Cables (sold separately) are being used.
AV Cables
Ensure the yellow, red, and white cables are connected to the correct corresponding inputs on the TV. (How To)
Try another set of inputs on the TV, or hooking the Wii console up to another TV.
If the TV does not have the yellow, red and white inputs, it will most likely have component inputs which allow standard AV cable use. Try these AV hookup steps. (How To)
Component Cables
Ensure the red, blue and green video cables are connected to the correct corresponding inputs on the TV. (How To)
Try another set of inputs on the TV, or hooking the Wii console up to another TV.
Still Not Resolved:

Make sure that the color control level is set to the default or 50% to start with. This should be in the Video menu.
The colour for the tuner and for the encoded base-band video uses a circuit area called the colour demodulator. It is possible that this cirucuit area has failed and needs servicing.
