Change the settings on your HDMI output to 720 progressive for resolution. The tv likely cannot handle the 1080 resolution, or the tv can only use interlaced (1080i or 720i) format.

Check whether the Frequency is set correct to 50 Hz , you can change that from the monitor menu , if that is not fixing the issue its a hardware issue .

Did you go to HDMI setup and select ANALOG (VIDEO only sent through HDMI or Digital audio (Audio and Video are sent through HDMI) or AUTO? Check the setup of the TV and the source.

mufdvr6942, the "switch-mode-power-supply" is in shutdown. Have a technician evaluate (inspect) it. Do that if monitor is less than 4yrs old.

try using the 27 pin monitor input instead the hdmi possibly has a frequency variance

If you haven't figured it out yet through a web search, Westinghouse monitoris have problems with blown caps on the power supply board. If you are lucky the problem is minimal and won't require more than replacement of the caps. You won't know until/unless you open the case and inspect the power supply board.

The white screen is caused by a total lack of control over all pixels. The opposite effect; all black, happens when a failure turns all pixels on, blocking all but a small amount of light.
This could have more than one source; one output of the power supply has failed so the logic section no longer is receiving supply voltage or an external source has damaged the video input of the monitor. The backlight responsible for the white screen is obviously working as this is a separate power supply output to an inverter that powers the backlight lamp.  I'm afraid this is not a DIY repair.

What about the fuse? Sometimes there is a fuse on the circuit board.
