I see that your Frigidaire double oven, model# PLEB30T8CCB, is having trouble with the top oven not heating.
I suggest giving your double oven a hard reset by cutting the power at the circuit breaker for at least 2-3 minutes.
After restoring power you will need to reset the clock. You will do this by entering in the time and pressing start.
Turn the oven on to heat up, and if it does not, I suggest either contacting the manufacturer or contacting your local authorized technician to diagnose your appliance. Hope this helps.

The probe might be out of spec and therefore the control is not getting a correct reading and thinks everything is fine. That probe is also known as a sensorMight just be corrosion in the sensor's connector. Sometimes bypassing it entirely fixes the problem. Now about the steaming issue:

Hello, welcome to FixYa.
I've read your previous post's and can see a couple of scenarios have been thrown out there, so this may just add fuel to the fire...no pun intended.
It sounds to me like a tripped hi-limit safety thermostat is the culprit, hence neither ignitor so much as glows. I'll explain. If the valve where faulty the ignitors woul;d still glow as it is the ignitors which allow the valves to open not the other way around.
Further to that, if the ignitor where faulty, it is unlikely it would be both at the same time, however if a hi-limit safety tripped it shuts down power to both the broil and bake ignitors thus no oven function at all...that is it's function "safety".
The hi-limit safety on your range is on the back wall so you need to slide the oven out (if you haven't done so by now) to inspect it. To do so is pretty easy, one of two ways.
You can jump across it to see if it allows the oven to operate or you can ohm it out with a meter. it should simply be a closed circuit if good, open if not. It is the non-reset type unfortunately so you'll need to replace it.

This indicates a open/shorted oven temperature sensor and to solve this problem the sensor needs replacement. If you wan to be sure before replacing the sensor then you can test it with a voltmeter for around 1100ohms....if it reads more then this then it needs replacement however, if the reading is around or less then 1100ohms then test the door switch.
