When turn on its stock in transmits

It may have been PLL instead of PPL. If so, that stands for Phase-Locked Loop, and is the circuit that the transmitter needs to generate the desired frequency to transmit on. That being the case, there's no user remedy and the unit must be serviced by a qualified radio shop.

Three things come to mind:
1) The radio is receiving, hence the light, but you may have a different PL code than the other radio and it is muting the transmission. Check your programming to be certain both radios are programmed alike. The red light indicates activity on your frequency.
2) Your radio may have a problem with the receive side of the radio or a bad speaker.
3) The transmitting radio may have a problem with transmit. This can be a sign of a bad battery. Swap batteries and see if the problem moves to the other radio. If so, replace the battery. (It takes more energy to transmit than to receive, so loss of transmit is common with a bad battery.)

Mic may have audio wire broken in cord at mic plug wire solder connection.

notice the numbers on the black plug after you pull it out of the radio.

Check that your mic gain or dynamike knob is turn clockwise if it is full counter clockwise you will have no modulation with your tx power.
I would like to help but one sentence describing your problem can lead to a vague solution.
Be aware that not all 4 pin mikes are wired the same.

Check your programming, and also check your battery. It will take more energy to transmit than to receive. Sometimes this is simply an indication of a bad battery. If this does not solve the problem, you might want to have your radio serviced. (Current flat rate repair is around $85 at dealers where this model is repaired.)

The mic wires are soldered incorrectly. Get another cobra mic for that radio or have a qualified radio tech correct the wiring.

Hello Darren, Yes it sounds like the mic is wired bass ackwards,,! A cobra 25 mic wiring is
PIN #1- Shield or ground wire
PIN#2- Audio or Transmit modulation
PIN #3- Transmit or Dead Key
PIN #4- Receive Audio.
When your keying the mic, the RX wires are being connected to make the RX work,,,
