Do you mean blurry, like toner isn baked, or ... If yes, dispite the good conditions of fixing roller, you may want to replace bushings of fixing rollers too. Because they do not generate enough pressure.
Sounds like a bad power supply. The clicking is a solid state relay coming on, but it's either not putting out anything from there (ac 120v power supply) or the DC power supply is bad. Not a user fix...sorry! Call a qualified service tech anytime you are dealing with power issuses!
The paper feed system is worn (rollers, and separation pad). What is happening, is extra sheets are being fed into the machine primarily because the separation unit is not doing it's job properly. So rather than just one page at a time being fed, it is allowing an extra sheet to "creep" in intermittently, causing the jam. And the indicator you are seeing is the "jam" indicator.
Just fyi, a Canon PC-6e is a copier that is about ten + years old of a model... The drum unit will make the copies better.... But, you most likely need to clean the optic's. Have you tried to make the copies lighter??? If I am correct, there is a small botton on the control pannel that will turn... It will make the copies light one way and darker the other way... The machine optics are probably dirty and needs to be cleand. You can try to take out the drum unit and locate a small glass strip that sits above the drum in the frame of the machine. if you can find it, try to clean it and this should help some without taking the machine apart.
