Hi,
There can be a couple of things that could be happening...
The first and easiest thing is to check the air filter. Make sure that it is clean... clean it or replace it. Next check the air vents to make sure that they are open and giving you good air flow...
Also check to make sure that you are not icing up on the indoor coil... ice will tell you that you are low on refrigerant. You also could be low and not be icing over, but you would need to have gauges on the unit to check that.
Finally check and clean the outdoor coil...this also can give you problems if the heat is not being removed from the outdoor unit efficiently...
You may also have a unit that is sized in such a way that it hits the balance point at about 85...that means that your heat gain is equal to the capacity of the unit...I often try to size them for about that here in Northern PA. because wqhen seldom get hotter then that and the unit then is much more effective at removeing humidity at lower temperatures...

You can also check out the tips that I have wrote about Air conditioning2_bing.gif trouble shooting and maintenance...

Here is one about cleaning the condenser coil and at the bottom of that one are links to others..

CHECK BREAKER AT MAIN BOX , SHUT OFF BREAKER ALL THE WAY OFF AND BACK ON. IF YOU DO NOT HAVE BLOWER WHEN YOU TURN FAN SWITCH TO ON THEN YOU STIIL HAVE NO POWER TO UNIT . GO TO OUT SIDE UNIT ON GROUND AND PULL OUT DISCONNECT FUSES AND TEST THEM OUT OF FUSE HOLDER LIKE AUTO FUSES. IF UNIT IS ON ROOF SHOULD HAVE FUSES UP ON ROOF IN 6  X4 GRAY BOX. SHUT OFF BREAKER FIRST BEFORE FUSE TEST. IF FUSES OK AND BREAKER OK THAN YOU MIGHT HAVE BLOWN TRANSFORMER.

How can you make your conditioner cool to 40 degrees

ACs are designed to cool down to about 68^F, don't think it has a chance of doing what you want w/o re-engineering the system which is not really an option.

If it's the cord, It should have a plug on it unless someone cut it off.which some people do to hardwire into an outlet. There should be three wires inside an outer cover of rubber. Black, white ,and green. If so, that should be the power cord. You may have to install a new three pronged plug. Good Luck.

Danby DAC9003D Air Conditioner

There may be a starting delay built in, which will not allow restarting within 5 or 10 minutes. Other than that, the control unit may be faulty & require replacement.

I was given the Kenmore / Danby 461.35723-7 portable air conditioner by a friend. However, it blows air not chilled cold air.

Take it into a local refrigeration repair shop. It will save you the callout fee. It likely just needs a top up of refrigerant gas, as mine did.

I have a Danby DPAC 7008. How do you remove the complete outside cover?

You either start at the back or side covers. There are screws hidden under plastic plugs. Once you pop the plugs out its easy. Some internal screws are hidden under the panels you remove. Your manual as I looked up the model https://www.manualslib.com/manual/226727/Danby-Dpac7008.html ..

Danby 5000 waters nor draining, should i drill a hole and if yes where.

The 5000 is designed to evaporate all condensation produced. When on extremely hot and humid days if machine produces excess moisture it is normal for machine to drip from back. No, do not drill a hole. Your unit is ok.
