There is either a valve sticking in the compressor or the orifice tube or expansion valve is clogged. Time to drain, and flush to check the orifice or exp valve. If not those then replace the compressor,.
You replaced the ac compressor, and the clutch stays on, but the compressor does not run ??? Not sure I am following your info here. If the ac clutch stays engaged the compressor should be running. You should have one hot and one cold ac line and the radiator fan should be running.
If your compressor keeps running and only builds to 25psi, I would suspect the reed valves, head gaskets or a leak. With the compressor running spray soapy water on all fittings, around the head area and tank components. If no leak is found, remove the air filter and feel for suction at the intake(make sure head is not too hot). If you feel good suction at first then suction is lost after reaching 25 psi, most likely reeds or gaskets (with bad reed valves, sometimes you will actually feel air blowing out of the intake). You really need an Ammeter to check this problem. Just because it is a brand new unit does not mean that there isn't a problem with it. Is it run off of a wall thermostat or manual controls? The compressor has a thermal overload switch on the top (under the plastic cover) that will take the compressor out of the circuit if it gets too hot. However, if the entire unit is shutting off, there is another problem. Selector Switch? Thermostat? Let me know what kind of controls you have and we can go from there.
Why did you change compressor? If for failure, or even just changed because not cold, did you flush out entire system? Compressor failure can lead to a clog in the high pressure line. The low pressure line will usually become very cold-may even ice up- but the receiver/dryer will not be very cold to touch. Monitor your head pressure and make sure your pulling less than 25 lbs. on low side 75 F ambient. High side should not exceed 300 lbs.
Charge weights should also be exact as overcharge has same results as undercharge-hot air. If all is good under hood and head pressures o.k., look for debris build up on evaporator core in air box under dash, clean as required. Also make sure blend door is closing properly and heat is not staying on.
