First you need to unpacked the .EXE install utility, using WinRAR,then execute the setup file using a switch for the language you want like this;

<files path>\setup.exe /L "language code"

For an English (language code = 1033) installation, where the files are located at c:\printer, we then have:

c:\printer\setup.exe /L 1033

Press 'SETUP' then '5' then '6' . This gets you to Maintenence and Country/Language menu. For English, enter 11. Look on page 63 in this link to HP for your PSC 950 to complete the settings.

The following steps help you change the language for your unit.
To do this using the front panel
1 Press Menu.
2 Press until Maintenance appears, and then press Enter.
3 Press until Set Language and Country appears, and then press Enter.
4 Press until the desired language appears, and then press Start Copy, Black or
Color.
5 Press Start Copy, Black or Color to confirm.
A prompt displays asking to select the country where your HP PSC will be used.
Specifying the country sets your photo sizes applicable for your region.
6 Press until desired country displays, and then press Start Copy, Black or
Color.
7 Press Start Copy, Black or Color to confirm.

Unplug the power cord from the all-in-one. Wait about 30s.
Press and hold # and 3 keys while plugging the power cord back in. This will perform a partial reset.
Release the buttons after the all-in-one begins to initialize.
>>After the reset reselect language and country.
If it still persists, try a full reset by following the same steps but pressing and holding # and 6 keys instead.
