This is unfortunate, as that points at a display problem which in my experience with these laptops comes with very little chance of repair.
In my opinion it is caused by overheating of graphics processor due to the portege's relative small build. The fix would require dissasembly of entire laptop and re-soldering of graphics processor. This takes a technician using a microscope equipped station, and is not cheaper than some new laptop models available today. The non-expensive fix but risky, would be to disassemble board and attempt to re-flow graphics processor connections by heating with heat gun. When I attempted this I lost entire display. My recomendation is to use external monitor if possible, which may prove futile since issue with graphics will likely be visible on that too. good luck
