Firstly don't worry, your HDD has become corrupted which is quite common if you don't switch your PS3 off properly.
Its difficult to say whether you'll lose any data or not, but if you rebuild the database your HDD should be fixed. If it gives you an option to rebuild the database then choose it.
If it doesn't then access the recovery menu and choose option 3 as described in the thread below.

Switch on the PS3 and it displays an error, the database needs rebuilding. I click yes, to which it starts to rebuid the database. It then stops and displays the message, an error has occured, please format the harddrive to which i reluctantly clicked yes due to the loss of data, though nothing happens. It stops on the loading screen at 0% doesnt budge.
exactly same.. turn on it ses need 2 rebuild database click ok it ses dont work need 2 format so i click yes an it stays at 0%.

When i Turn My palystation 3 on it says The hard disk's database will be rebuilt" When I click "ok" it goes on to another page where it looks like it is good to load to 100 then it restarts itself to follow the same process!!!!

I have the same problem. The PS3 is brand new and only has played for 4 hours.
After powering on it takes a hell of a long time for the waves to appear.
Then the rebuilt message appears. After pressing the OK button, the % bar appears and the machine switches of, to start the whole process again. It's in a loop.
Tried to get to the restore screen, but I didn't manage. Always get to the same screens.
