I also discovered this problem with my Maytag Neptune dryer. The 2 self-adhesive bands (sound deadening?) on the outside of the drum came de-laminated in places, and some of the tar-like goo underneath the top laminate balled-up, and rubbed on the dryer housing, and eventually caught on the sheet-metal bracket housing a circuit board on the left side of the dryer. My solution: After scraping as much of the "tar-goo" from the sides of the dryer, and scraping off the "high-points" where the goo balled up. I covered both bands with a high-temp aluminum tape (like you use for HVAC flues, etc.). So far, so good.
