I have already tried replacing the element, the thermostat and the fuse at the back. It seems to be getting power, the fan is coming on, but could it be the switch?

It sounds like the people who changed the elements did not connect them to the correct wires. The thermostat seems to have no effect on the elements, and the light switch seems to have no effect on the light, explain this to them and that you think they fitted the elements directly onto the power input to the device, instead of the correct connections.
You need to fit a new oven element.
This is located at the rear of the oven behind a removeable cover, where the fan is
It is a fairly straightforward job to replace.

the temperature light is on (normally little red light), but there is no heat

oven is getting warm but takes a very long time to cook or is burning the food
more on one side than the other, then you need to check if your oven fan motoris working you will
see the blade turning fast if it is ok. if the element is heating but the fan motoris not blowing the heat into the oven then

expensive and a bit more involved. 3. If you have the opposite problem ie: your oven is over heating
and burning everything then you will need to replace your BELLING oven thermostat 4, A quite common and easily overlooked answer is if your BELLING oven is not working at all ie:
no heat and no fan then the chances are that someone has put the oven timerinto AUTO mode,
simply put oven back to MANUAL mode and all should be working again.
