Belling oven xou592 bottom fan oven not heating up fully. Fan works and orange thermostat light on but does not heat up. Before this happened it tripped mcb in consumer unit.

Replace the temperature probe located in the oven cavity. The probe was initially shorted. That caused temperature runaway with the oven getting too hot. After a while the shorted sensor blew completely staying open all the time. That is resulting in no heat.

If the temperature sensor has already been replaced, then problem is either wiring or oven electronic control. Wiring harness is tested checking continuity between different points.

Yes, it it is almost certain to be the oven element that is faulty, and needs to be replaced.

If the fan is working o/k, then without a doubt it will be a faulty oven element.
This is located at the rear of the inner oven compartment behind a removeable cover.

If your electric oven is not heating then you probably have a bad heating element in your oven. This is not that hard to fix yourself...

seems the heating element burnt out, inspect it for small melted section, element needs replacing, about 25$ at hardware store

It is most likely the element they are very cheap on line ,

You need a new element buy on line much cheaper,

It will probably be the thermostat or maybe the switch controlling the fan. These kinds of problems can be dangerous to fix & may need a trained tradesperson to check. You need to be able to take electrical measurements and use tools to fix this kind of problem. Take care with anything electrical.
