Since you did not provide the manufacturer make and model, recommend google searching for it by including the word manual. You can also search shake toner container problem and get good results for various models.
4 Slide the toner container to the left and then pull it out toward you. 5 Gently pull the cleaning shaft out as far as it will go and push it back in 2 to 3 times. IMPORTANT Do not pull the cleaning shaft with force or pull it out completely. 6 Hold the new toner container vertically and tap the top 15 times. Turn the container upside-down and tap the top 15 times. Then, hold the container horizontally and shake it from side to side 10 times. WARNING High voltage is present in the charger section. Take sufficient care when working in this area, as there is a danger of electrical shock. 7 Install the toner container. * First insert the toner container into the copier as far as it will go and then slide it to the right as indicated by the marked arrows.
1 Open the top cover. 2 Open the front cover. 3 Lift the process unit, together with the toner container, out of the machine and place it on a clean, level surface. Do not stand the process unit on end and never expose the drum to normal lighting for more than five minutes. 4 Pull the lock lever towards to the UNLOCK position then pull the toner container release lever to the right. 5 Gently remove the old toner container. Put it in the supplied plastic bag and dispose of it according to local rules and regulations. 6 Shake the new toner container horizontally 5 or 6 times to distributed the toner inside. 7 Remove the orange protective seal. 8 Align the knob on the left side of the container with the groove in the process unit and insert it. Push on the PUSH HERE marks until the container clicks into place. 9 Push the lock lever back into its locked position (away from you). Clean the charge and registration roller. Refer to Cleaning the Charger and the Registration Roller on page 5-4.
One possibility is the toner is caked inside.
Solution: shake and reinsert in machine.
1) Wrap toner bottle w soft cloth or pliable paper
2) Shake gently up/down twist.
3) Replace container into machine.
This solution has avoided the trouble of repurchasing the same product.

I have a CLX-2160N and have just emptied my own waste toner container. (Disclaimer: not sure how toxic or environmentally friendly this is). Emptied carefully and thoroughly (fine dust). Immersed in bowl of warm soapy water, and vigorous shaking to get nice and clean. Shook all water out well, and dried off as much as possible. Reinstalled. Turned printer back on. Hey presto - seems happy.
