There is a loosing on the Display portion of its circuit, there could be a problem in the Power Supply too. Will need to get it fixed from some repair shop, or if you are ready to get the list of tools, then I can guide where exactly you should try to solder it, or check the desolded items by the DMM (Digital Multi Meter)

It sounds like you have a monitor with a common problem, this series of Westinghouse monitors are known to have this issue. After a few years some LCD monitors
will blow a power supply. The problem is caused by parts called
capacitors overheating in the confined space of he monitor. When the
capacitors blow out they also damage the driver MOSFETs. If you are
good at electronics repair/soldering you can usually fix he problem. Check out a few pictures on my web site www.ccl-la.com/badcaps.htm You can take the back cover off your monitor and look for the bad parts, replace any that look like the pictures
and your monitor should work fine. The capacitors do need to be
installed with the correct + and - connections, note the stripe on the
old one and insert the new one the same way. I am putting together a

The power supply-inverter board is probably at fault. Remove the back cover and locate the standard ac power cord connector. The board that the power input connector is soldered to is your power supply - inverter board. Check the electrolytic capacitors on the board. They probably went bad. A visual inspection is usually enough to find out which ones are bad. They will be either bulging or cracked at the top and leaking fluid. I usually replace all of the capacitors that have the same rating whether they look bad or not. Will save you another repair later. If the caps don't look bad, you can take the board to your local tv repair shop and have the caps checked with a esr tester. It's more accurate and they can be tested with the caps in place. If you v-size is already at 100% then the issue is with the picture being sent to the monitor. Based upon what kind of input you have for the monitor there is a number of different ways to fix this. I will assume you are using the monitor with a desktop computer. If this is for XP, then there is a simple fix as follows, adjusting your display properties:
Right-click on your desktop background and then click on "Properties" this will open up a new window. Select the "Settings" tab, then drag the green arrow in the "Screen Resolution" field to the desired setting. Since you have a "widescreen set-up" you more than likely have a resolution where the first number is about twice the second number...they should be close to even to have a square image (bigger numbers show more detail than smaller numbers).
