This unit is in protect mode which means that a problem was detected in the final amplification stage and the speakers are not turned on. This is to prevent damage to the speakers. Depending up on the cause of this, the part cost should be in the $5-$40 range.
Please confiorm the model number and I will try to get more specifics in regards to probable parts and costs.
You should be aware of the power output of the shelf system and at what ohms. Ex.--100watts @ 8 ohms. Which I think that is the rating of this unit. This means you will get 100 watts of power on the front left side and the front right side, if you hook up one 8 ohm speaker per side.
If the fuses are good , this could still be a prob with amp, check spkrs with a ohmeter(cheap one from the Shack or anyplace) by touching both leads to spkr terminals, disconnect spkrs first.Have ohmeter set to ohms Rx1 and you Test amp out put by connecting two spkrs that you know are good. Good luck and please rate this answer, thanks.
