I would check the simple solutions first. Make sure there is power to the receptacle its pluged into. If it's hard wired then make sure there is power by opening up the bottom, front panel and you will see the wiring compartment. There you will be able to check for power with a voltage tester. If no power then check all gfci receptacles and the breakers in your panel.
If power is on then you will have to replace either the main control panel or the entire washing machine in the worst case scenario.

More likely: the solenoid which directs the water to either the drain or the spray arm is clogged/jammed. Located underneath near the drain line.

I fit won't fill then apparently you're not getting any water to it, which means it not's fixed. Did you turn the service valve back on since the repairs were made? Sometime when you turn a service valve off they fail to re-open. Crack the inlet water line and verify that you have incoming water.

Test by restarting the cycle and see if water drains if it does not then there is either a blockege in the pipe ,pump,or in the machine where the water passes out normally through a filter if you have checked and cleaned out filter and drain pipe and there is still no draining then listen to the pump if you can hear a humming niose then there is something in the pump itself and you need to take it out and inspect the impelar houseing remove what ever is there put back and enjoy if there is no noise and pump is clean then it is proberly fualty and nedd replaceing.
