Be very careful around electricity. Keep in mind that 220 comes from both breakers and meets at the burner. Test with the plug out with a meter that beeps. Test the power from the outlet for 220 volts.

Power must be reaching the stove for the lights to work so it would seem something has gone wrong inside the stove. Only exposing the internal connections and testing the circuits will trace the fault.
You need to contact the landlord and I will tell you why: The stove should not have issues above and below simultaneously. I comment you for not wanting to bother the landlord but I feel like you have an electrical problem. The oven not there and the top not there? You have a bad circuit breaker on that puppy. Takes a 50 amp 2 pole 240 volt breaker for an electric stove and only qualified schocktricians should fool with them. My opinion.
Oven was working, I had it on pre-heat, then I turned on the stove top, but the burners won't heat. When I turn on the stove top the stove makes a short BUZZ noise and the clock area lights up, when the burner is turned off all the lights go out. Please help, food prepared.

YOU HAVE A BAD STOVE SWITCH,TAKE THE TOP BACK PANEL OFF STOVE,HOW FIND OUT WHAT COLOR WIRES GO TO THE STOVE LIGHTS,NOW ONE SWITCH AT A TIME REMOVE THOSE WIRES CHECK TO SEE IF LIGHT GOES OUT NOT RECONNECT WIRES AND MOVE ON TO THE NEXT SWITCH UNTIL YOU FIND THE BAD ONE THE REPLACE IT,HOPE THIS HELPS-MIKE
