Power must be reaching the stove for the lights to work so it would seem something has gone wrong inside the stove. Only exposing the internal connections and testing the circuits will trace the fault.

GE JBS55W0J3WW Electric oven will not heat up.
Check to make sure you have 240v at your receptacle. Lights, clock, timer, will still work with 120v, while the elements need 240v. Start by checking your breakers to make sure that one of the two breakers feeding your oven hasn't tripped.

Oven won't heat up until circuit breaker is
This is a very serious hazard if the circuit breaker trips just when the oven begins to heat up. The circuit breaker could have become weakened and needs to be replaced ASAP. Have an electrician check and replace.
The oven could have been placed on too small a circuit breaker OR the total number of appliances on that line has pushed the circuit breaker over it's limit. The Oven draws a huge current and may be the straw that broke the camels back.
Check to see what other appliances are shut down when the breaker trips. See if you can place some or all of these on another line.
Leaving the Oven on the one circuit breaker. This will hopefully prevent the overload situation that is occurring now.
If it still trips... get an electrician in there fast!

The display doesn't work on my ge model JBP21GS1WH, however the burners work fine, is there a reset or something?
No reset found in the manual. You can try this and hope it works..
Turn off the circut Breaker to the stove for 5 minutes to see if it resets. Checking around the net I've only found

My ge stove is beeping and says bad line I unplugged and plugged it back in and still does it
