The two common things that cause this type of problem are:
1) low toner - remove the toner and shake it from side to side to distribute the toner evenly in the cartridge to test. If the print gets better then you need to get a new toner cartridge because your is almost out.
2) The transfer roller that charges the paper to allow the toner to transfer to the page is worn out and will need to be replaced. The roller is user replaceable and comes in the maintenance roller kit that you can get here:

Replacing the rollers takes about 10 minutes or less.

Hi, If that is the only light on (blinking or not), then you probably have a paper jam or a door open somewhere on the printer. Make sure both doors are closed securely at the back of the printer. Make sure that the toner cartridge is secured inside the printer. You not only have to just insert it, but you have to insert it until you can feel it lock into place. Make sure there is no paper jammed inside the printer or inside the rear doors. If you have a blinking light AND the power light is ON, press the GO button. This is also a sign that a complex print job was sent that max'd out the installed memory. Hope this helps!

This is an error state that is not described at HP site.
Try to do a hard reset:
1) Turn off the printer
2) Press and hold down the green GO button
3) Turn the printer on and continue to hold the green GO button for at least 5 seconds, but not longer than 15 seconds. During the process, the Attention LED will turn on.
4) Release the GO button.NOTE: If both the Attention light and the Ready LEDs turn on before the GO button is released, the cold reset procedure must be started over at step 1.
5) The printer LEDs begin cycling. The cold reset process runs until completion and the printer returns to the Ready state.

check printer door, there is a small plastic piece wich pushed down (to open) lasser scaner cover. if this piece is broken you can get blank page
