Check its settings. Get into its menu, and select picture settings. Set the color system to 'Auto' there. If wrong setting is done there, only B/W picture will be displayed.

Try turning on component (cable) for the V2 input  on your TV

This is a common problem for all combo units. The high voltage of the TV section attracts large amounts of particulate dust from the air and often it collects inside the DVD unit. The best way to deal with this is to clean the lens of the DVD unit u sing a cotton swab and alcohol. The store bought "cleaners" MAY work, but that is rare. These cleaners are nothing but small brushes embedded into a disc. They attempt to brush off hte dust. This rarely works. Open up the unit (if you feel comfortabel in doing so) to access the DVD section. Remove the top cover and carefully clean the lens. That should resolve the problem.

Most Big box stores have a DVD cleaner disk, located in the electronics section, which is fairly inexpensive. I would try that first.

Why GE TV plays color DVD/VCR tapes in black and white

Some inputs on tvs won't process the color signal. Try one of the other inputs. Mine does the same. If u have already used the working ones on something else, U will need a switch to select one or the other available at Radio Shack if u can find one.

It is not clear whether one DVD or all DVDs play in black and white. If it is only one make sure that the format of the DVD is correct. If it is all DVDs, given that the VHS tape and cable play with color, there could be a problem with the chroma circuit in the unit.
