MY toshiba tv MW27F11C only shows a white line when turned on

You have vertical collapse. This is most often caused by a defective vertical output integrated circuit, an open dropping resistor which feeds the supply voltage to the I.C., one or more defective electrolytic capacitors in the vertical circuit or something as simple as bad solder connections. The latter will usually manifest itself as an intermittent failure. Less likely, but stilla possibility is a defective yoke, but this a rare.
Unless you are handy with a soldering iron and have some experience this is definitely something I suggest that you refer to a qualified technician. Depending on the actual cure for the problem, this would typically be under $100 in my shop, but we are in a small town and prices are cheap. I would definitely recommend a repair on this since it can not be replaced. They don't make a TV/DVD/VCR combination any longer and the picture quality on these Toshiba/Orion combos has been very good over time.
