There are two things that can cause an upright vacuum to stop working

A: Air Flow or Suction-Make sure that the air flow is not impeded by a clog, full bag, or dirty filter.
B: Agitation- Make sure that you have a good belt, the roller is engaged, and that the height adjustment is set appropriately. Most vacuums need a belt change about every six months whether it is broken or not.

You may want to ask a more specific question with your make and model number included.
Hope I could help

Good Luck

remove and clean the filter ( tap and brush filter or use a air compressor to blow out filter ) --- also check the vacume hose near the floor attachment for any dirt and debris that may be clogging the line. this should bring your vacume to full operation.

The vaccum doesn't pick up dirt, it sprays out

There is probably a second or third filter (besides the canister) that needs to be cleaned.
I doubt that it's rotating the wrong direction.

Dirt devil 12amp,Patent No.6571425

Either it needs a new belt, they stretch and break, then won't turn the brush roll. The dirt inlet by the brush roll is clogged, the hose may have a clog in it, filters are bad. If the hose comes off on one end, is there suction there, is so then the clog is farther down. If no suction, then the clog is in the hose or filter.

Bissell vaccum problem

Could be plugged, check the hose and at the bottom by the brush roll, the inlet maybe clogged. Also check the filter under neath the dirt tank. There are filters above the dirt container, clean those out. If after that it is still loud, then maybe the motor fan or bearins are bad and will have to be replaced, part #2031214 sells for around $55.
