A few weeks ago I ran into the same problem, virtually no suction. First I replaced the bad belt (make sure you fit it right or it'll destroy the belt, luckily I bought 2!) and while the vacuum sounded more "alive" it didn't seem to pick up anything any better. The final solution was taking apart the entire intake port section down to the motor and getting the collection tube. It was filled with junk all the way up. I spent over an hour clearing out gunk and animal fur throughout the tubing. Putting it back together was a cinche because the entire vacuum uses one screw type universally. The whole process was pretty intuitive and its clear it's meant to be taken apart for just this purpose.

You should do these steps outdoor.
Wear protective gloves and mask.
Turn the unit so the brush is facing the celling.
Take a razor blade and clear out any hair trip
It may take up to 5 to 10 minutes to undo the trapped hair and dirt.

ID the rotation of the brush by power on the vacuum just for few second.

DO NOT rule out a broken drive belt.
Damaged /old air filter and belt are very common on the Dirt Devil vac.

The vacuum inlet (suction) is on the opposite side of the drive belt.
There will be obstruction in the bended tube on the base unit.
Take your time to clean it.
This is a 1/2 to one hour job for DO IT YOURSELF-ER.
