I think the 4001-00 takes the X2772 tripper
If you google Paragon X2772 tripper, there are a few sellers charging from $9-16 for a pair of trippers as if they are made of gold

SOURCE: We have a Paragon Time,
Thank you for including model number.
1) Open following link to identify timer and download manual

http://waterheatertimer.org/pdf/Paragon-4000-24hr-7000-7day.pdf
2) 4001-00 series is heavy duty Nema 1 indoor 40 amp 120Volt mechanical timer with analog dial.
I don't recognize TD-1744-00
I'm not sure what you mean by 'ears'
3) Maybe you mean X2772 trippers?
Trippers are set on dial to control on-off switching.
If trippers are missing, Google search for X2772 tripper and some places still sell them.
4) If another part is missing, you might not be able to find that part, but you can photograph the problem and add a comment to this thread and include photograph so I can look at it.

5) if you have to replace timer, some places still sell Paragon 4001-00, or replacement is Intermatic T101 or T103 timer
