Does it show a picture in safe mode? If it does you might want to install drivers specific to the Monitor if you can find them.

Go into advanced settings from the settings tab of "display properties" and select the "monitor" tab, from there, try changing the refresh rate. Toggle "hide modes that this monitor cannot display" if you do not see any other settings in the drop down other than the one that is already selected.

The 1920x1080 resolution has to have two things.
First, make sure you download the latest driver from Samsung Support site. I have the T240, and love the extra high resolution, but you have to have the driver installed.
Also, to get the resolution, your graphics card in the computer has to support the high resolution. You need to check the graphics card Mfg's website, and download and install the latest driver.
That should get you up and running, as long as the graphics card supports that high. Some of the older ones might not.

no,
the LCD display don't harm the eyes cause don't spreed radiation.
preferred resolution 1280x1024 at refresh rate of 60Hz is not optimal.
the samsung 710N can easy handle 75Hz at 1280x1024 so just change it.
