The menu constantly pops-up on my Samsung 17 inch LDC monitor
what does the pop up menu say? I'm guessing it says something like "Optimal settings are 1280x1024, Press 1 to confirm, press 2 to disable". If the message is anything like this, your monitor is trying to tell you that your display settings are less than optimal. You can either disable the message by "pressing 2" or changing your display settings to the recommended resolution. If the menu you're getting is just the control panel and there's no actual message, leave your computer on, reach around the back and disconnect the power cable from the monitor, wait 5 seconds and plug it back in. Samsung monitors sometimes have a glitch and need to be reset.

173v flat lcd black screen
I've had a similar problem with my 173v monitor since I bought it a few years ago. When I start my computer, Mac or PC (I've connected it to both), the screen remains black and the green power light flickers once a second, almost like it's twitching - it's different from the blink it makes when the computer isn't turned on but the monitor is. Like kronem, I have to unplug the line from the monitor to the computer, wait for the monitor to register no input, and then plug the monitor in again before it displays anything. I've never figured out a way around the problem - I hate it!

Monitor defect - Menu will not disappeard...
Your probelm si made by menu keyboard (one or more of the micro switches is defective) so you have to change them or cable that interconects keyboard and main board is damaged.

The connecting cable or the video card would be the first suspects. Try a different cable to connect the monitor first, if there is no change, the video card in the computer would be second to look at. Can simply connect a different monitor to your computer to troubleshoot this. If the testing monitor works, it will be the graphics card that is the issue.

Vga connection to the mother board
If your motherboard doesn't have a VGA connection, then that means it most likely does not have an integrated video card. If this is the case, then you will have to purchase and install a video card. It is very easy and your local Best Buy should be a great resource. The geeks there are usually very enthusiastic about explaining how to do it. I use to order from newegg.com, but they have become very commercialized and overpriced, like Best Buy. You can check tigerdirect.com or my favorite Amazon.com. Most new LCD tv and monitors color,brightness,vert.hold, horz.hold,resolution, ect., are all controlled by a single programmed EEPROM, that costs more to replace than a new monitor/tv. You pay for the programming, not the chip.
