Red light usually means a device error or failure.
check the basics like
the cable , paper jam (open
printer top, front, side covers and check for debris like paper clips,
small piece of paper, etc.), also make sure that the cartridge is not improperly installed re-install
cartridge and make sure the cartridge/s are installed properly you
should hear a click noise when cartridge is properly installed), printer
cover may also be not properly closed.
also, check that printer is supported by the computer's operating system. you may need to download and install the printer's latest software/driver for the computer's operating system.
Light blinking and printer not responding is indicative of ink cartridge problem; either ink cartridge has become incompatible or the electronic panel of the ink cartridge is dirty. If you are a technical person try the procedure below, if you are not a technical person I'll advice you to simply replace your cartridges with old ones one after the other to determine the one that has become incompatible. Once determined replace it with a new one.
First Procedure The Solution is to try an older/another cartridge (doesn't matter if ink
is finished. You must replace cartridge one at a time). If lights stop blinking
it confirms that your cartridge has become incompatible or developed
incompatibility. Also if your printer is the type that can work with only one
cartridge, remove one after the other (closing back the lid/cover) to determine
which in the set (black or color) has become incompatible. At the instance the
incompatible one is removed and you close the lid, the blinking will stop (for
printers that can print with one ink cartridge only). Just replace the
incompatible one and start printing again. In most cases the issue is always
with one cartridge. But if both are affected, you have to replace both. Because
of this type of problem, always keep used cartridges somewhere safe; they come
in handy for this type of troubleshooting. Second Procedure The electronic panel on the cartridge that makes contact with the
cartridge carrier inside the printer is dirty and needs cleaning. This electronic panel is front part of the
cartridge with copper "dots". The
Solution is to try to clean this panel with a piece of folded tissue paper
soaked in a bit of methylated spirit. Also try to clean the area in the
cartridge carrier/holder that makes contact with the cartridge's electronic
panel (Usually this is more difficult). If you cannot reach it with your
fingers, use a stick or something with tissue wrapped around it. Allow to dry
well and return the cartridges, close the cover. The blinking should stop if
the electronic panel is the issue. Once the blinking stops the printer will
print.

What it means is the printer HEAD has passed the Epson estimated print life and you need a new print head. It's cheaper to buy a new printer. Indeed it's often cheaper to buy a new printer instead of new cartridges these days especially if the printer requires cartridges with the heads built in. (not Epson) BMW

Do you see any flag message like " end of service life-------". You should find a resetter for the printer, its a utility program.
Or its a paper jam, or dirty ink chip connector.

Unfortunately, the Russian software does not work on a Mac, and it crashes at launch when installed in WZ98 under Virtual PC. However, I found this on another site, and it worked immediately:
The sequence to reset the waste ink counter is as follows:
WASTE INK ROM RESET ONLY 870, 1270
1. Turn the printer off using the power button on the panel of the printer.
2. Disconnect the interface cable at the back of the printer.
3. Hold down the "LOAD/EJECT" and "CLEANING" buttons simultaneously.
4. Turn the printer on. Release all buttons as soon as paper out light flashes.
5. Quickly press (within 3 seconds while PAPER OUT light is flashing) the "CLEANING" button for 10 seconds.
6. Release the button and the printer will initialize.
7. Once initialization is complete, turn the printer off.
8. Reconnect the interface cable.
9. Turn the printer on
Works great, no muss...no fuss!

Reset your counter back to zero. But for some you must also check the waste bin status. Need disassembling this is to ensure ink will not overflow from your printer.

Basically your printer says that you need to replace the waste ink pads. If this happens for the first time to this printer you can just reset the counter using SSC Service Utility (http://www.ssclg.com/epson.shtml) or if it happened more than once you shoul first replace the ink pads and then reset the counter or the printer may overflow. That's it.
