White horizontal lines flicker and screen goes off.
I turn on the screen then within a few seconds, horizontal white lines flicker and the screen goes off. I turn it off then on again and it does the same thing.

Check the wiring inside the monitor, pull the sceen out and move the wires with the screen on so you can see when it's working. then tape the wires where it works.

The controller board for the screen is going bad. check shopjimmy.com for replacement parts. It's not a difficult job to do. Once the back of the TV is removed, you'll see it near the center of the screen.
the driver board is bad in the monitor. Has it been in a place that is super hot like in a car? If the verticle driver chip disconnects from the matrix driver array, it will all squish into a single line in the middle of the screen like you are describing.. might try opening and blowing where the driver board connects to the LCD matrix (bunch of connectors on a plastic flat cable/bus connecting to the end of the LCD panel.. heating them could allow them to reconnect.. Its worth a try, right? It has worked for me about 60% time.

Something is breaking down. Possibly a specific ceramic capacitor on the main power pcb that has been troublesome. Usually there is just a loud pop and the screen goes dead. If the set is less than a year old it is still on parts warranty and the technician could just change circuit boards until the problem is gone.
