If the lines are going horizontally across and look like someone took a thin magic marker and marked across the screen, you have one of two problems, either some scan ic's have failed on the board or you have a flex cable coming loose from the panel. Either way it will require repair. If it is the flex cable the cost to repair will be beyond the tv's worth because the whole panel needs to be changed to fix this. If it turns out to be the scan ic's, they can be changed or also the board .
replacing the ic's many times does not solve the problem if the board is getting short internally.in that case whole board needs replacement. But the cost would be reasonable around 200$ to 250$ and not more then that.

Capacitor C2913 (390nF, 250V) on the deflector PCB had lost capacity
Geometric distortion, Pillow, and picture enlarged horizontaly
The problem was a short from GND to pin 11 inside IC301 (TDA8350Q). This pin is the output of amplifier for geometric correction signal. Replace IC301.

and finally this also happens due to any external device is connected to the tv.so disconnect all the external device connected to the tv.also unplug the tv from main power outlet.wait for half an hour.then reconnect only tv and turn it ON and check .many times this solves the problem if the external device is creating the problem.

It must be a bad ground, could cause this. you can try connecting another video source to the composite input using a long cable.
It most likely the connector inside the TV has a bad ground connection, so first of all you can check that all.

I've tried cleaning all the connections/grounds in the hopes of getting rid of the red horizontal lines. Any other suggestions?
