PS2 has a special laser that reads DVD or CD media differently. It can be "bad" in a way that some work and others don't. Cost of laser replacement is too high, buy a cheap core unit and game on.
Is that the only disc you seem to be having the problem with?? If so try getting the disc repair kit and using that. I had the same problem with mine but it was only some of the discs. The ps2 slim can be very sensitive and even the slightest defect in a disc will cause it not to recognize there is even a disc there.
PS2 games are region locked which means that disks from other regions won't work on your PS2. If it keeps displaying that message it means that you need to buy the region appropiate disk.
okay, try this:
1. Start up PS2 with no disc
2. select 'Browser', press triangle.
3. select 'Console', press triangle.
4. select 'Diagnostics', press X, select 'ON'.
5. press 'O' to back out of this menu.
6. select 'Playstation Drive', press triangle.
7. select 'Disc Speed', press X, select 'FAST'.
8. press 'O' to back out of menu.
9. turn off PS2.
10. insert disc.
The Diagnostics should run and automatically
adjust your PS2 to play the game.

Your PS2 lens is faulty or it is physically jammed in it's metal rod which stops the lens to move smoothy. you better open the PS2 console and observe it offline for jam. or replace the lens with a new one.
It's a well known fact PS2's had a cheap lazer fitted to them, that's why when it gets chiped to play copy games, not long after it starts playing up.
The lazer may just need aligning, purchase a cd/dvd cleaning cd rom as these can check audio, lazer alignment and clean the lens.
