Your ead/write head is dirty. Either clean it with a clean soft cloth or get a CD laser cleaner from an electronic store. Run it a few times and read all your disks.
If the restore discs don't work, then another alternative is to load it from an O/S installation disc. Look at the bottom of the laptop, it should have a license sticker on the bottom. If you have a friend that has an installation disc that you can borrow, it must be the same O/S version, you can re-install the operating system but use your license. This will allow you install a clean version on your system. It should be enough so you can get online and continue to download any missing drivers from the appropriate vendors.
