HI,
This model has a cover inlet located in the bad top section of the refer, this allow shared air from the freezer to enter the refer section, this unit has a damper door and a fan in it. When the damper door breaks it allows air to enter all the time causing the food to freeze in the refer section. Part # WR49X10091, this link will should you what this part looks like and the cost of the part needed to correct this problem. Inside the white plastic shell, is the parts I was describing above. Not a difficult repair but can be time consuming as the unit is built like a puzzle and will need to be disassembled to change.

Probably the temp control is defective and is defaulting to maximum. I would suggest replacing it to be sure.

likely a bad temperature control. also, some model GE's have a bad fresh food inlet cover, that fails to cutoff airflow from the freezer.
