Hi!
Take a look at the instructions here...

I quote from the video's description:
The T.S.A. approved luggage locks can be taken apart to make keys for.
Once a key is made for one, it can work on all T.S.A. locks of its type.
Blank keys can be purchased for the T.S.A. 002 luggage lock at local
hardware stores. Whats shown in the video is a key I cut for the lock
by taking another T.S.A. 002 apart, and then just a key blank. Both
keys work equally well. Some T.S.A. locks use a more restrictive key
type, like the T.S.A. 003, where blanks can not be purchased. For locks
where the blanks could not be purchased someone would need to make the
key from either sheet metal, or in the case of the 003, a small metal
rod. Some luggage locks allow you to tell if they have been opened by a
t.s.a. key. They can be bypassed in other ways, likely within 20 or 30
seconds. Luggage locks are nearly all insecure, but T.S.A. approved
ones are even more so. A T.S.A. lock probably should only be used for
airport travel. After leaving the airport a different luggage lock
should be used for better security against surreptitious entry.
Anyway, I think that if you definitely can't lock the lock as it is right now - it means it's physically damaged, though I'm not 100% sure about it...

My lock is presently open and I can't close it. Please show the key clearly. I think I never got one like that. GH
Useful but not helpful!
