or maybe its the evap fan motor? If it is still blowing cold air somewhere that means their is not a freon problem. Therefor that means the compressor is still working. It sounds more like there is a cheaper sollution to the problem. Evap fan motor if there is no air blowing up top. Cost bout $60 and easy to replace. Better to spend that than $500 and up on a fridge.

You stated that it was still blowing.... therefore I assumed that the fan was still working...

yes if the blower is not working, check it out for power and replace it if it has power but is not running....

    However,

low freon can also make some cool air but not enough to completely cool just as you described...

I gave you just what my forst thought was from what you described and my experience with these things...

The freezer side does not freeze on the top shelf. The refrigerator freezes everything in the bottom but reads 47 degrees and doesn't cool the top shelves. The fan under the fridge runs fine.

Behind the back wall of the freezer about halfway down, probably behind the light bulb (if there is one there) there is a fan. My guess is that the fan isn't working, or is slow. To test, open the freezer door, then hold the door switch closed and listen for the fan.

This fan should be blowing air up the back of the freezer, and send some of the cold air through a vent at the top of the freezer into the fridge. The air then descends through the fridge and reenters the freezer through a vent at the bottom. If the fan is broken, or if the upper vent is somehow blocked or broken, the cold air will enter (rather than exit) the fridge side at the bottom vent. Because cold air tends to descend and warm air rises, the cold air will freeze the stuff at the bottom of the fridge, and the thermostat (at the top of the fridge) will say it is warm.

Fridge is freezing everything!

There is a flap that directs the air from freezer to fridge. Sometimes this flap can stick Or the actuator that controls the flap can go out. Same with autodefrost timer which seems to give a lot of people trouble. Thermostat is at the top, uncirculated cold air sinks, food in the bottom of the fridge freezes.

No air flow at all means Fan is not working. Also check damper between freezer and fridge.

Bottom of freezer/fridge only getting cold.

Thre is a fan inside the freezer which circulates the cold air around both the fridge and the freezer compartments.
You should be able to feel cold air blowing around the inside, particularly at the top of the freezer.
If the defrost thermostat fails open, the internal fan (depending on freezer) will stop and this can be the cause of the freezer being warm at the top and no ice.
You say the bottom of the freezer is blowing cold, but are you sure its blowing, as it can feel like a cold blow. Of course the fan could have failed or may be the defrost heater itself.
Have a look at this site for some useful trouble shooting

Jenn Air JCD2389 fridge not cold on fridge side

You have plugged the defrost drain line. This is where the water goes to in the bottom of your freezer when it goes through the defrost (removal of ice from the freezer coil) cycle. It sounds like that hole is plugged and now the water/ice has now frozen in the vent that lets air circulate down into your refrigerator compartment. What I usually do in this case is to unplug the refrigerator, empty out the freezer compartment. Usually I also end up either pulling off the back panel or the bottom panel (in the freezer compartment) Looking for that defrost drain hole and thawing it out with a heat gun (be careful of melting plastic) or actually I use a hair dryer. I can sometimes do this also by pouring small amounts of HOT tap water onto it and then sopping/absorbing it away with a sponge or dishcloth. I repeat this until I get the water to go down the drain tube.

Try it and let me know!
