Re: Self propelled feature does not work. I replaced
There is a cable from the handle down to the transmission on this machine that breaks all the time or the cable is mounted to a plastic piece that is broken. That will need to be replaced.

Hi there! The self-propelled feature is controlled by a belt. Check the belts on your Hoover Windtunnel by following these quick steps.
1. Recline the handle. Lay the cleaner fat and flip it over to expose nozzle base.
2. Remove the screws attaching the nozzle.
3. Check that the belts are not broken, stretched or damaged.
Replace the belts if they are damaged. Hope this helps!
Move the carpet height control switch to a higher position if the vacuum is difficult to push. If the setting is too low for the carpet being cleaned, the brushes press against the floor preventing the vacuum from moving easily.Set to a medium-high height setting then check.Slide the "Self-Propel" button to the "ON" position if the cleaner does not self-propel.

Check the plastic part, which the the self propelled cable is attached to. (release the handle, tilt it back. You should be able to see the cable attached by a screw to a black plastic arm.) It is either broken or the cable is lose.
You will need to look @ your owners manual to see where the self propell belt is located i am sure yours is broke and need to replace,- it will not be hard to replace-Lance
Your self propel wire could be broken. Lean the vacuum back like you were using it. If you stand in front of the vacuum look down and to your left. When you move the selp propel button you should see a wire move. If not then it's broken.
Remove the bottom plate and look for broken or loose drive belt to the wheels. Check the wheels for being bound-up with thread, hair and other debris. Make sure that the motor for self-propel runs when turned on.

It is not so much the belts, the 2 belts are only part of the solution. The average belt change is every 4 to 6 months as a rule and to change them @ the same time. The Hoover Self-Propelled works on when the handle is lower to a comfortable position then the self-propelled drive may just need and adjustment. There is a self-propelled rod that controls the self-propelled feature and it either needs adjustment or replacement or the part that hold it may be broken but either one can be fixed. If it is a rubber smell, then it could be belts and/or brush roll. If it is an electrical smell, then it could be the motor. Take the belts off and see if it still makes that noise, if it does, then the motor is going bad.
Determine if the wheels spin freely or if there is resistance. Sounds like you need a replacement belt for the drive. If you need help with installation, let me know.
