is your guitar plugged in?
if its wireless youll have to click the link button on the back or side of the guitar. this is a power saving mode.

SOURCE: my guitar wont work properly
my scroll bar does the same thing sometimes, it moves up and down uncontrolably without me doing anything. i just recomend restarting and making sure the connections are all right. after i did that it seemed to work fine, but maybe if it keeps happening then you may need to replace it!!

i have the same thing
I just purchased Hero 111 nad the button contiues to rotate and never connnects. We press the controller on the xbox along with the button the bottom of the guitar.
I have the same exact proublem, my guitar blinks but never connects, and its fairly new, can somebody help me?????
