Toshiba tv 50L711U18 issues my tv isn't working - backlights work, can hear audio from tv, but black or foggy screen

You can hear the audio and see the screen with a flashlight, but it appears as though your TCL Roku 55s421 television is showing a black screen.
Various factors could be to blame for this problem.
A few troubleshooting tips are provided below:
Verify the connections.
Check to see that your TV, cable box, and streaming device are all correctly connected.
Look over the settings:
Verify that the cable box or streaming device is set to the appropriate output and that the TV is set to the proper input.

Verify the backlight. Some TVs feature an adjustable backlight setting.

Check to make sure the backlight setting is not off or too low.

Check for a firmware update: Check if any firmware updates are available for your TV and ensure that it's up to date.
Check the cable: If the cable that connects the TV to the wall outlet is damaged, the TV won't turn on. Try unplugging the TV, waiting a few minutes, and plugging it back in.
Contact the manufacturer: If none of the above solutions work, it may be necessary to contact the manufacturer for further assistance. Your TV may require repair or replacement.

Backlight issue! It is either the led backlights blown or T-con board! Further testing needed to determine which.

You might want to check the VIZIO website for help. Given how cheap even 4K UHD TV's are today, probably not worth fixing again. Unless under warranty, of course.

It is a case of backlight failure. Some of the LEDs inside the panel have gone bad. Fixing this fault is a little risky and complicated because the LCD panel has to be dismantled to reach and replace the defective LEDs and you will need an expert to do it.

If you have backlights that are working then the issue is the main board called T-Con

If backlights are working issue is probably with t con board since you have audio,

Check the DC filter caps in the power supply first. Check the 24vdc (or 18vdc for this 22" model) to see if it goes away when the screen goes black.
There are main AC fuse, backlight inverter fuses, T-CON fuses.
